I’ve received a Penalty Charge Notice (PCN) – what happens next?
Your Penalty Charge Notice (PCN) must be paid within 28 days or your permission to park on campus may be revoked.
If you pay your PCN within 14 days you are offered a 50% discount which is currently £20. This rises to £40 if you choose to pay subsequently.Submit your payment online
You can also post a cheque or postal order to Car Parking and Transport Services, University of the West of England, Facilities, Coldharbour Lane, Frenchay, Bristol, BS16 1QY. Please include full details of the vehicle registration, and date of the charge when paying by post. A receipt will only be sent if a stamped addressed envelope is enclosed.
Parking enforcement operations within university managed car parks are undertaken in accordance with current legislation. Please read the UWE Bristol parking policy for full details of when parking enforcement will be applied.
What happens if I ignore the Penalty Charge Notice?
UWE Bristol is a member of the British Parking Association and has the right to request your vehicle keeper details from the DVLA. This means you will receive a penalty notice letter to the address the vehicle is registered under. This can be a lengthy process and you may not receive a letter for several months but charges will still apply.
If payment is not made within 28 calendar days (unless you are awaiting the decision of an appeal) the vehicle that the notice was applied to will no longer be authorised on university land and will be placed on the unpaid charges log subject to further enforcement action.
If you have an existing permit for the campus car parks this may mean losing access to the car park barriers until the PCN is settled.
If you receive a further PCN following your first PCN you will incur further charges.
Staff and students will not be able to reapply for a permit for the following year until the PCN is paid.
If you are a student and have received one of these letters do not ignore it. If you feel like you have mitigating circumstances that we should take into consideration, please contact the Car Parking Team as soon as you can. They will work with you to understand your situation and put in place appropriate support to resolve any outstanding charges to prevent any further action from being taken.
What if I am using a hire car or no longer live at the address?
If the car is registered to another owner or is a hire car charges still apply. There is an option on the letter to the vehicle owner from the DVLA to transfer liability. Until this is completed, the original recipient will be held liable.
How do I appeal against the penalty charge?
If you choose to appeal against the charge you must do this within 28 days of receiving the PCN, otherwise you revoke your opportunity to appeal. If your first appeal is rejected by UWE Bristol you may appeal to POPLA (Parking on Private Land Appeals), an independent appeals service.
Complete the UWE Bristol Parking Charge Appeals form and email it to firstname.lastname@example.org or send it by post to Parking Appeals, University of the West of England, Frenchay Campus, Coldharbour Lane, Bristol, BS16 1QY, within 28 days from the date of issue. If the decision is to accept the appeal the charge will be refunded.
On receipt of your appeal the appeals department will commence investigations. You will usually have a full written response to your appeal within 14 working days of receipt. Where it will not be possible to provide a response within that timescale you will be notified of the delay and provided with an estimated date for response.
